UAR is a volunteer force. Volunteers will be asked to commit to a certain period of time (for example 6 months, or a semester for students) so that a consistent presence can develop relationships and familiarity.

Volunteers will be recruited from residents, artists, and students from local high schools and colleges. Anyone who is interested in the arts and civic dialogue is welcome. Rangers will wear an identifiable uniform (cap, shirt, and bag), and will undergo training to learn about Syracuse neighborhoods, the arts in Syracuse, and facilitating participation.
